Like how would you rely on such a clearly flawed technology, especially with something like your life at stake? The Federation cares more about constantly telling itself that it’s a perfect utopian society (and sending heavily-armed “exploration” crews out into the galaxy to spread their gospel) than it does in actually fixing their shit.
