If so, the dongle or adapter would need to support Power Line Communication (PLC). Your expectations for data networking over in-house electrical wires or the electrical grid servicing your area, would need to be extremely basic and would require more hardware to connect devices to data being shared from other electrical outlets (or maintain signal over the grid).
